FaulknerBrowns worked with Leeds City Council for four years advising on urban issues as part of the £10m city centre pedestrianisation programme and master planning of the Civic Area adjacent to the famous Leeds Town Hall and the Market Sites. This work involved developing broad city strategies on a new tramway system, a new city loop road, identification of key opportunity sites and rejuvenation of the retail core.

In addition to pedestrianisation, the masterplan effectively re-dressed the balance from out-of-town development towards the city centre. The decision to pedestrianise was not primarily reached by recognising the imposition created by vehicles, but was viewed as a way to improve the shopping experience and evolve the nature of the street and create a civic identity.
